U-Turn lowers the attack stats by one iirc which on paper doesn't seem broken, since a lot of the powerhouses will be able to either 2hko the Pokemon or they'll switch out to checks/counters and they'd be forced to switch out anyways. It'd only affect Terra a lot IMO.
Nintendo proved me wrong and for once I'm glad. :\
As for the dual type thing, that is complete speculation and unlike a new typing, that'd change the mechanics of Pokemon so much and it would definitely hurt their sales since the simplicity of casual play would basically be gone and that's what many Pokemon players play rather than competitive. As for the U-turn thing it is true but I doubt it will be something broken. I wouldn't be surprised if Terra gets banned if he gets it though because of the whole U-turn part of it.
