I mean, why not make having the non-Pokeback ladder up a priority, even without complete learnsets?

Um, because it would be a bad ladder? Like I don't think you realize how incomplete learnsets are.

Oh, you mean learnsets about old Pokemon as well? And if yes, why don't you take the old movesets of the old pokes and just add a few new moves on a case by case basis (Play Rough on Azumarill for example)?
