It is now -10 at a standstill and -0 for moving.

Level up moves from any generation are 1 MC (including ones from the previous evo), TMs from the generation we're in (that would be XY) and Tutors from that generation (though people are now considering gen 5 for that gen, but don't take it from me) cost 2 MC and Egg Moves and TMs/Tutors from past generations cost 3 MC.
