You always seem to ignore/underestmate/don't care about Chansey. Anyway, the only changes that interested me were qwilfish and nidoqueen going to NU. I don't think there were enough changes to get me interested in UU again. :(

I think BL is just a section where they hold pokes until they come up with a more decisive tier for those Pokemon when they workout a more efficient tiering process, there's a whole discussion about it atm.
