Anyone can use /eval. It's disabled by default because it's dangerous, and if you use it wrong, you could accidentally let hackers to take over your server.

I'd say no to that kind of /forcerenameto as well. Even if you restrict it like that, it could still be accidentally used to let hackers take over your server.
