Because it would have less than 3 perfect IVs. It says so right there.

Legendary pokemon must have at least 3 perfect IVs in Pokémon XY and later. It's impossible for Hidden Power's type to be Fighting if you have at least 3 perfect IVs.

What format is this? You might be playing a format that doesn't allow Pokébank pokemon. Can you give me the importable and the name of the format?

Nevermind, I just tested it in OU. That _is_ a legitimate bug. You could've said that earlier. :|
