update: checked with a wifi CC that knows everything (http://pastebin.com/NkKhqX8W), and the event you're probably referencing has static, so i just went ahead and deleted your edit and resubmitted the pelipper removals

huh, that's interesting because it used to be illegal on PS all throughout XY etc and then suddenly became legal after the most recent pikachu event so I sort of assumed that it must've made the combo legal

yeah, probs an oversight (PS teambuilder is not a reliable source when it comes to complex illegalities, i also recall sucker punch + leaf blade shiftry and seismic toss + charm chansey being legal)

also, did surf + np always use to be legal on raichu? esmeya's post was a little more, uhm, thorough than i anticipated it would be when she offered to write it, so that bit might've drowned in it, but that combo is illegal regardless of ability

It was definitely illegal in the builder over xy and early oras. I'm not certain exactly when the combo was made legal

mm ok... either way, i've removed a moves mention of surf from the NP set, and i reckon the illegality has been sufficiently brought to light now lol
