I think because human beings fell so hard and things changed so much they just couldn't imagine another time even if they could technically remember it
Originally Lucas didn't intend for Darth Vader to be Luke and Leia's father, right? So the Empire could have been however old and Luke could still be a farmboy. But then in Episode 5 he decided to reveal that Darth Vader was the father, and that meant the twins had to have been separated from him at birth, otherwise he would have raised them to be evil.
When it came time to do the prequels, George probably kinda realized there was no way that we couldn't have Darth Vader and the Empire both come up at the same exact time. Since the whole point of the prequels was showing how the Republic fell, it would be hard to do if the Empire showed up in say, episode 2, but then Anakin was still good in episode 3. Well actually, it wouldn't be that hard. But George kinda wanted to take his time with things so really the Empire and Darth Vader don't show up until the very end of the last movie, episode 3. So it was that Luke pretty much had to be born the same time as the Empire.
Although when you think of it, even with Luke's father just being a random Jedi and not Darth Vader, it wouldn't make sense that he wouldn't be killed when the Empire was starting too. Because Obi-Wan's exposition in A New Hope says there was an old republic, and that the Empire and Darth Vader hunted down the Jedi. That had to happen at the beginning because there would be no way for the Empire to need the Jedi anymore. So I guess it was always that the Empire had to be as old as Luke.
At most, the Empire could only be say, about half of Obi-Wan's age. Because he was clearly around and a warrior (so probably in his prime) before the Empire came around. That is just from Episode 4
tbh I know you like the prequels just the way they are but wouldn't it be interesting if the empire came up BEFORE the jedi died, and episode 3 was about the Jedi trying to fight the empire. But then Anakin over the course of the movie kinda starts to believe it's hopeless and is like "if you can't beat 'em, join 'em" kinda thing and then helps the Empire to win over the Jedi. And it'd be even more dramatically ironic if the Jedi had a good chance of winning but Anakin changing over seals the deal for the Empire victory
