I think that the machines actually could have plugged Cypher back into the Matrix and might've even made him an actor because the machines are shown to never be able to lie. Smith does lie (as Bane) but that's AFTER he goes rogue
i don't know how they'd re-write reality to have Cypher be a famous actor that came out of nowhere though when nobody remembered him
