Probably not, but if we're talking international appeal might as well go for Justin Bieber. Maybe shakira was big worldwide at the time so that would make sense.

Justin Bieber wasn't really as respected as Shakira though. She is kind of a neutral singer, not really famous or weird enough to be really hated but still somewhat known. Some people do hate her though but she is not American
