The Navy was tracking all 3 kaiju throughout the film so they knew it was coming, and they were shown to be distrustful of letting Godzilla handle the MUTOs early on. They arranged the destruction of this building to pin the blame on Godzilla for destruction of the city, but thankfully it backfired and in the end Godzilla is seen as a hero.

tbh real talk though this is one of my favorite movies but it's so extremely frustrating to rewatch. like with just 2 changes I could make it into quite literal perfect film but when I watch it all I think is what could have been ;__;
