    ...The tiers are designed to be as accurate a portrayal of what you’d expect to see in any given ADV OU matches as possible. Moltres (who was the bigger reason for change, to be frank) and Regice in OU and Raikou in BL fits that description in the council’s eyes. I hope that helps answer your question.

    I get that Regice was popular in SPL, but what else did you look at? Regice is currently ranked slightly lower than Raikou in the VR thread. I don't think it got over 3.4% usage in the Classic or the 1760 ladder in any month in the past year.
