The cutoff between OU and BL is the C rank in the OU viability ranks. (except Regice, which is C rank but still OU) The cutoff between BL and UU is much more complicated and is kind of explained here. https://www.smogon.com/dex/rs/formats/uubl/ https://www.smogon.com/dex/rs/formats/uu/

Okay... so OU class can consist of pokemon in all the A B and C ranks. I'm guessing ABC ranks judge pokemon in a raw vacuum. Whereas in OU metagame some bad pokemon are still really good because they're positioned better against top tier monsters.

Viability rankings never judge Pokemon in raw vacuums. For example Swampert is ranked higher than Suicune because it's better at threatening Tyranitar. Also I was kind of vague earlier. Just to be clear now, everything B- and above are in the OU tier, and most things in C or D are in the BL tier.
