Those are the ivs. The evs are 255 and 255 in special attack and speed.
Heatran's evs are 255 in special attack and 255 in speed.
Heatran's ivs are 24hp/30a/31d/30spa/27spd/31spe

How goes your attempts at RNG abuse? If you haven't gotten it yet, don't worry. Soon enough, you may be able to just hit your delay repeatedly and abusing will be the easiest thing ever for you.
