HO CAN be GOOD, and it can work on high ladder, but I believe it's inherently inconsistent and never GREAT. All the teams I RMT are designed for top ladder and top tournaments, and I highly doubt an HO team will ever reach those standards. That being said, building and playing HO is fun and I'd be glad to help out. :)

This HO looks quite good! I LOVE the Scizor set, seems extraordinarily scary. That being said, don't expect to actually catch many Heatran. Most people expect Superpower / Sand Tomb and won't go into Heatran to deal with Scizor (unless the Heatran is Max Speed). I'm not sure if Yache on Garchomp is better than Leftovers, but I haven't tested it so I'll leave that for you to decide. Nice team!

P.S. It's inconsistent because it's HO and it likely won't peak super high on ladder because it's HO, but its nonetheless pretty solid. :)
