I think you could make a strong case for it. The early MCU was not filled with great ones. Like in retrospect the tone of each phase is so ridiculously different.

I don't think Captain America was meant to be the funny one. Well yes in the sense that literally every character is funny, but Captain America was like the comically serious. It was funny how out of place he was or how confused he was but he wasn't the one cracking the jokes. That was more Iron Man and sometimes Thor.
