I'm 90% sure it's hacked unless I'm seeing something wrong which I think might be the case so I'm going to try breed/hatch my own eevee at eterna forest to see if it matches up.
Alright the hex values don't match up so I'm fairly certain it's hacked. I'm not 100% though so I'm gonna do some further testing. I'll vm you again in about 10 minutes.
Unfortunately it's impossible to tell.
It's EV's are 132 HP, 160 Attack and 216 Speed. It passes basic legit check so I'm gonna look at hex values. VM you back in about a minute with the results.

Yeah I tried using a Uber TR team myself on shoddy but I failed miserably so that's why I asked you for that capture project, to broaden my array of TR pokemon. Oh and wild pokemon is not that much different from legendaries. They just start at a different frame number due to sweet scent and there are encounter slots now.
oh and thanks for the Ho-oh and mankey. This is definitely the first brave Ho-oh on smogon.
