I think I can do the eving, but 252, 252, 4 is not the best spread for any little cup pokemon. After 236 evs on cleffa it doesn't gain any more in the stat eved at level 5. That kind of spread in little cup would be 232, 232, 36. That way there is one extra stat in defense.
