Yes, I agree. He can't even be taken down by Donphan or Torterra, which is as good as a counter that I could think of since Rhypherior can have either aqua tail or mega horn to kill them easily... And I think that most bulky water gets 2HKO'ed with stab attacks...
And Raikou too, I thought that he got sent back to BL but apparently he's still in UU-_-
