Easy, depending what you are doing... First, go to options > Frame Skip> Throttle> 25%. Then quickly load your save state while mashing Z (or whatever you set A as)
Check the IVs you got, then search for it in the RNG reporter.
If you are using catridges, you are in for a WORLD OF PAIN.
To create a save state, simply hit Shift + F1-10. And hit F1-10 to load it immediately.

Oh yeah... Emerald RNG is actually quite simple, especially with VBA and save states, simply said, it is a number that +60 every second. And different number produce different results.
You WILL NEED RSEDecode if you want to avoid extra frustration

oh by the way, wish is an egg move on it so I would breed for that too. However, unless you have a togetic, you have to breed a smeargle with wish onto a pikachu/skitty, then breed it onto a wigglytuff.
