You could try doing a Snorlax and tutoring it Selfdestruct :D I haven't seen many of those around (Aside from Bozo's).

They also don't work with American carts, but you can get them to work. Ask OmegaDonut about it, I don't remember the whole process and didn't care to take note of them because I have a Japanese LeafGreen.
They pop up once in a while on eBay. They're very expensive, too.

The IVs are nothing like that, they are bad.
The only bad one is atk (7-10) which it doesn;'t need anyway
