I set the maximum number of frames to 99999999. Don't attempt to do that one if you're not using VBA. If you don't know what that is, Google it. There a way of getting a poké from VBA to a real cart, you can restore the VBA save to an actual cart using a homebrew app with a flash card.

Are you Emerald RNGing on VBA or Cartridge? If it's on cartridge, cradily would be very hard as it's a method 1 pokemon.
