Well..... I just first did it when I was trying to rng capture a wailmer on platinum. But I did Fishing instead of using sweet scent. RNG capturing pokemon from fishing is like the same thing as RNGing capturing pokemon from the wild on land when you're using swee scent. But the only difference is... is that using a fishing rod advances the frame by 4 and using sweet scent advances the frame by 2.

If you rebattle him and stay in that route he won't advance the RNG. As long as he stands still. Which will be until you leave that route. Saving the game and turning it off will keep him standing still.
