I understand that bit as I called to advance the frames for my HG Kyogre and Zapdos. The part I'm confused about is calling Elm for egg ivs as I've read some guides which suggested that I find a good spread on the first frame so that I can grab the egg immediately without doing anything.
I'll read up HGSS rng abuse more in depth when I can find the spare time to do so and get back to you if I have any questions (if you don't mind), thanks!

Yup, I didn't use AR at all for the legends I rnged because they were of a level high enough for me to check ivs. I'm not sure how different dppt and hgss egg iv abuse is, but if it's the same as dppt, I'm going to have a lot of trouble figuring out if I hit the correct seed and frame for the correct ivs.

So far I've only been successful in rnging pokemon with no npcs around, like ditto in trophy garden, kyogre in HG etc. For eggs, I've only tried rnging in dppt so far and the npcs have not been cooperating at all (I have a notebook filled with pages of failed attempts with many just one frame off). So far I have yet to try egg rng abuse in HGSS yet as I've been busy with school plus BW took up most of my time.
Also, my r4 is kind of like a bootleg of a bootleg which got replaced with an upgraded version of the same line of bootleg r4 because I complained that I could not play HGSS on it despite keying in patch codes, lol. AR codes used to work in my old r4 but I have yet to try inserting AR codes to see if they work on the new one so I'm not sure if I'll ever be able to rng abuse and check for ivs ever again.

In order to know the ability of cleffa you need to have access to its PID, if it's odd then it will have Magic Guard upon evolving in a 4th gen game.

in response about your emerald question:
it is possible for clefairy's ability to change to magic guard upon evolution. I don't know if there is a program to change the PID to let you know all the info on the pokemon though, XD
