Wondercard abuse: Roamers in Johto/Kanto all advance the frame accordingly, the reporter would not be wrong there. Just make sure you're on Method: Wondercard. As far as I know, interacting with the pokemart man is +1 to your frame, so that's not the issue either. If you're doing it in Cerulean City, then no frame advancements from random NPCs. How are you verifying your frame? By going down the list in the main page or...?

Moltres: Method K for encounters of wild pokemon is all I can think of. There's no real reason why it'd jump that many frames.

If you want to give me step by step details of what you did for the problem that you're having, then it might shed some light on this. Otherwise, this is about all I can think of just waking up, ahaha.

No, go with 717 - actual is the method 1 frame I believe and also the max frame that spread goes to. With a synch, your spread appears earlier than actual :).

Tl;dr: Don't worry about actual :P

Well it depends. If you want actual characters(especially pokechicks) on the banners then I have a truckload of photos. But if you want pokemon then I can easily search for really good images of whatever pokemon you would prefer. Venusaur and Entei would be a good choice for UU and NU respectively, as for Trick Room, I could put this guy on a more exciting background:
