And yeah, that's exactly what you do. Except the only way to advance the frame is using the PokeGear radio.

Oh, and the roamers use Method 1.

Part 2: After that, you battle Lance, then go catch your roamer to make sure you hit your desired spread. You do NOT need to save after catching it. I would recommend RNG abusing all the other roamers before you catch any of them.

Latias is the roamer in HG,? Basically, KO Latias and leave the other two roamers, then fight the Elite Four all the way up until Lance. Save at the final two pillars. Be careful - one more step triggers the Lance Battle. Take note of where the other two roamers are, and make sure the radio on the Pokegear has the dot right on the center. Now you try to hit your seed, using the roamers to confirm if you hit it. Make sure the hour is NOT 23, or if it is that the minute is 58 or 59 because Buena's Password will be playing, and you do NOT want that. Once you hit your seed, you have to tune the radio. Tuning the PokéGear radio is just dragging the dot down to the bottom right until you see text, then dragging it back up to the center. Even a tiny bit of text advances the frame by 1, so long as it wasn't Buena's Password playing. You do this your frame number - 1 times (and again, - 2 if the date changes).

Latias is fairly easy.
Save in front of her, Try to hit your seed
Make sure you're fast enough to bring up the pkgear
When you come into your game. Once you call joey or elm
To advance the frame, press B to exit pkgear and only pkgear
Once you're out d you're ready to talk to latias....that's when
You exit the menu screen and talk to latias.

sometimes if you're not fast enough, the npcs will advance the frame by two
So if you find you're hitting two frames above, you need to
stop advancing the frame 3 times befe your target frame.
