you need to leftclick on the .pokemon file and drag it into the sendpokemon file that way it should work
you need python to use .pkm files thats an program that understands it

No, milliseconds do not matter. If you enter the game at any time between 15 seconds - anything below 16 seconds, your seconds will be 15.
For Timid 252 SpA Jolteon's Tbolt against Timid 252 SpD Starmie calcs:
Jolteon with Leftovers (aka no boosting item): 92.7% - 110.3%
Jolteon with Life Orb: 120.3% - 142.5%
Jolteon with Choice Specs: 138.7% - 164%
Against Calm Starmie
85.1% - 101.1%
110.3% - 131%
127.2% - 150.2%
in their respective orders compared to above
yeah, if you're running into trouble not being able to fit your wait time and time it takes to get to the continue screen in one minute, just set your DS clock to 2 minutes before the time you are to enter the game. But, if anything, the time it takes to enter the game will be shortened if you do it this way instead of SRing.
Well, you could always set it for two minutes ahead. So, then you would have enough time to get to the menu screen and hit your 30 second mark without going over. -
