Because I already have a pair of shiny Flygons, and I'm pretty sure at least one has Outrage already. But that will be fine also.
Here's what I'd suggest. Send it to me, I'll tutor it Outrage, and send it back. Another day, I'll send Lebowski over to pick up something for me, since he can clone it. You'll have your Flygon right away.
