Well quickest way is using the Radio.
Basically what you do, is have the cursor thing in the middle. Move to the top right to the Oak Talk show. Every time you tune in, and than tune out it will advance the frame by 13 or 14.
So if you're going for frame 818 you'd tune into the radio 58 times. Which would make you'd be anywhere between the frames of 754-812
So than you would bring RNG reporter's screen to show frame 754, than call Elm and see where his calls match up. Than you can figure out where you are within the seed, and than advance till 816

Sweet scent has it's own calibration. Sweet Scenting can advance the frame by 1 or by 2. It depends on the save game you made. So you will have to find out if it will advance by 1 or 2.

Sweet scent on foot can be 1 or 2. But when you find that out it will always be that number.
So it is consistent once you figure out which frame it decides to be on. It will most likely be 2, but sometimes it is 1.
Walking in the grass is consistent, just keeping tract of your motions is rather tough.
So my suggestion. Save the game while in the grass area you're going to RNG in. Don't be on your bike. Get your seed, advance the frame, sweet scent, and done.
Well, you hit your seed. And the frame that your PID matches your Id/SID will be what is shiny.

Btw, what are the Redis-rights on Duskull? The Heatran is NR for you, because it's Semi-Redis for me.
