so i did my calculations. max speed heatran @ level 100 will have 278 speed. then 417 w/ scarf (times 1.5)
on the other hand my kingdra has 31 IV on speed, better base speed. with naughty nature and 18 EV's on speed will have a SPD stat of 210 but gets doubled in the rain for a grand total of 420.
