They cannot not RNG. They are just misinformed, choose not to, and/or do not know how to. There is no unfair advantage since anyone is capable of RNGing.

It actually depends on what browser you are using. I'm using Firefox, which allows some .png files to be animated - ala Rotom-W. However, Internet Explorer doesn't do that.
