It's a programming language. Basically, if your computer is windows it can run it. You'll probably have to install the language first, though, although it's not a big hassle.
I won't clone the pokemon for you, but I will show you how to clone pokemon for yourself. All you need is a PC that can run python scripts, a DS and a router. No AR needed.
