I mean really you have no speed evs I have 252 that's like saying a adamant 252 siczor wouldn't outspeed my timid calm minding mespirit with no speed Evs. Just because it has jolly nature doesn't mean it can outspeed any pokemon with a slower base speed bro especially since your celibi has no speed evs -
