I think the difference between Amethyst and this Pokemon Topaz is that Amethyst will be a sprite resource, pixel overing existing Pokemon for use in random games/for art etc. Topaz seems to be creating sprites purely for the game, which means it may break the rules.

No it isn't, the spriting project and the game are completed separated as said by Wichu himself. Don't worry, I've talked to moderators and such so no need for concern o.O
