So, even if you're reloading the same save state but with a different date you're getting an unwanted delay, I guess, it would help if you write which delays you're getting.

As for the delay, if you increase the year by 1 it will decrease by 1, so it's the opposite of the change you make.
Delay? Ah the save states trick with the delay, just make a savestate, then check your delay and change the date so that you can hit the desired seed with the delay you just hit.
