OH, sorry no. Len (Alakapimp) used that last year and almost got DQ'd for it at Worlds. The problem with that code is that after you use it, it never shuts off. The EV limits are removed completely. He used it to give 252 Spd / 252 SAtk / 6 HP to one of his pokes, then accidentally fought 2 starlies later on and it had 254 Spd Evs giving it a total of 512 Evs.
I hope you understand. I would hate to get to Nationals this year and get DQ'd for it. :/

"Oh by the way, the Spread I need on the heatran is actually:
4 HP / 248 Atk / 252 SAtk / 4 SDef
Reason being, it's IVs are:
31/24/30/31/31/3
So if you'd put 252 into that 24 IV it would waste the last 4 EVs, so put them in SDef instead.
