Of course not, i'm already on (it reduces the evs not the stats themselves, when there are no evs in a stat, the berries only increase happiness until it maxes)

Simpler put, I can use ev reducing berries (on a stat like Attack where he doesn't have investment) until he has max happiness to tutor draco meteor (that's how I do it anyway)
