The Latias isn't Untouched, but I can erase the EVs. Problem is- it's lvl. 100
I have it in Gen4 if you want to teach it Gen4 only moves.

That will put them in the first slot of your items. If the guide is correct. Only works for R/S JP though.
I'm no pro at 3rd gen tbh... I only use VBA for stuff in the 3rd gen emulator section of my trade thread. I have 6 RNG breeds from Emerald though.
