What's the difference in using normal 5th Gen breed and 5th Gen International?

I got a new seed and caught it this morning. It turned out to be Jolly Terrakion 31/31/31/2/31/31 in a dusk ball. To get it I had to advance the PID frame from 46 to 88. I only advanced it with saves and I got it at IV frame 1. :D

I have no idea what a syncronizer is and what it does. Is it a specific Pokemon like Chatot or is it a program?
