    Yeah, good defensive stats and 130 in both offensive stats. His Stabs are great but his movepool is TERRIBLE... Ice Shard, Avalanche, Icicle Crash, not even Ice Fang...not a single physical ice move. That and his weakness to SR, mach punch, and bullet punch have kept him down. I'm gonna give him a shot though.
    Yeah, he may not be very viable but base 95 isn't too fast for TR with a hindering nature since the average speed of OU has increased so much (my TR Haxorus is the center of the most successful TR team I've used). That, plus I haven't seen one and it's nice to do something different once in a while.
    No, seeds are specific to a timer0. Anyway, I would switch it after this for a bit and see if it works better. It seems like your missing your timer0 far more often than hitting it. Since you have a good seed to use though, I would probably keep at it but it's hard to say.
    and you aren't getting the right ivs either? I think I'd stick with this one but I might change your timer0 setting to C7C after this one. It's given you far more hell than I've ever had to deal with. :/
