Yep, 5th gen EV mechanics no longer have that lvl 100 restriction. You can either EV them through vitamins/wings (I have confirmed this myself) or by battling (this I've heard about only but should be right as well).
Ok no problem. btw I forgot to ask, the copies of the dratini are meant to be at lvl 100 as Dragonites or you wanted them ut? I currently have two lvl 100 dragonites and 2 level 1 dratinis sitting waiting for instructions :P
Water veil. It's more useful than swift swim since its base speed is already high, the only thing you'll miss are outspeeding scarfers in rain and Ice punch (not sure if its an egg move or not).

Hey frog, good luck with your Salamence run! Great Ball fits Sala well, but if you want something different, I'd say go with Net. But it would be much harder since you have to transfer Nets after the game is completed, so you'd have to knock out Sala and then re-snag it later.
Salamence is my favourite Pokemon and XD is just great. A DD Mence in a great ball or a premier ball (which looks better in my opinion) is awesome.
