Honestly idk I couldnt tell you, but what you could do is hit your delay, and then catch raikou SAVE RIGHT INFRONT of them, and use the bottom right radio ONCE and then walk towards them and see how much that advanced and then youll know how much it advances each time :)
oh... I get it now.... I wouldn't do it.... you would have a REALLY hard time downloading games nowadays (Nintendo anti-pirating measurements) and then have to re-play through the games.... and pretty much render your HG cards useles.... (essentially you wasted your time/money if you're just gonna get an R4 anyway)
:( Well My time for my seed was 9:54 and Aroma said each seed that enters on the hour of 9 the bottom right Radio station advances by 1 each time you detune it :)
So I just did that and kept walking around checking my frame to get it close enough and bam!

I have the AR codes for everything though.... but I know with pokesav you can load your save file... and edit your bag to have 999 of every Item.... and with most Flash cards you can use save states.... and I thought you didn't have anything like that....

from what I understand a save state is when you save at a particular moment and can revert to that moment at any given time... then somebody could just catch a poke and find out what frame they are on... and then revert back

lol... but it's not too hard... (unless you have to take 481 steps on a wierd year and praying it advances by 1 each time.... or learning to hit a specific delay, doing 150 steps... and praying it advances by 1... so really... its a losing game... lol)
I have sucessfully hit my target frame and target delay.... unfortunately... on seperate occassions >.>
yeah... i still haven't gotten emloop down.... so I either have to have a wierd ass year... or I have to learn emloop (easier said than done) but the frame advancement IS hella wierd... but it seems somewhat consistent... like if you load the game and take a step where there are wild pokemon and it advaces the frame by 1... all of the other steps also advance by 1... and if its by two... all the rest are 2... (tried to confirm this 3 times and every single time I was correct...) once I took 41 steps and got a frame of 42 (Lugia gave me the other one) and once I took 432 steps and got a frame of 864
maybe I could help... I got it down for the most part... (still having trouble since I can't emloop) but whats the prob? and did you get the DPPt RNG down?
