Are you sure you hit frame 99? Because when in Victory Road, every step you take is essentially in an area where Wild Pokémon appear. So every step would advance the PID.. I've never RNGed a cave spot, but frame 99 seems impossible if you had to walk to make the spot appear.

I heard Shaking Spot RNG was harder than normal RNG, and then I learned breeding, So I never got around to it xD
I'll try that some other time, for now, I'll just use the old fashion way to get through the game xD
