There is kind of a timeline. Stage One is designed to test out how the system works thus far and see if any changes need to be made, as well as to get the system up and running so that it can just be added to later, which means that it will take a matter of months rather than weeks to iron all the kinks out before Stage Two. I'd guess sometime in the new year as a reasonable guess, although I stress this is just a complete guess, because a lot can happen between now and then. The bottom line, I think, is that there is enough time to buff movepools and probably raise a decent team from very little, and so much time that it would be foolhardy to start counting the days. More than that I can't really say.

Note that actions in TLR go downwards, not horizontally. The left column of orders belongs to the Pokemon on the left, the right column of orders belongs to the Pokemon on the right, etc.

That is obvious as much. It also reads in bold on the Registration Tower that your team must be approved before engaging in combat with it.
