Salamence should probably be using Outrage > Dragon Claw or both just for the raw power. I don't see why you would ever use Aerial Ace so Outrage > Aerial Ace seems perfectly fine. You can use Spinda with Contrary and Assist alongside Smeargle with moves like Leaf Storm, Overheat, and Draco Meteor! It will grant you a +2 every time. You can also pair it with other mons that have moves that lower stats so Spinda is always getting a stat boost!- Grimm [old]
