yes, and as far as I know, that goes for anything breeding with a ditto. The ditto is always regarded as the female.

in terms of inheritance, if breeding with a ditto, the ditto is the "female" and the other poke is the "male". I don't think it's possible to breed two non ditto, genderless pokes together.
