Its .75 unless the attack kills something then it hits everything else for 1. It also hits in order based on the ingame speed, not base spd (so it takes into effect TR and boosts) So if you have Weavile & Dugtrio (using eq) and they have two really slow things. Its hits weavile 1st for 75 base...

Shedinja + Flygon/Garchomp work rather well. Or Dialga + Giratina. Depends on which teir youre playing on.
