Also, Metal Burst is useless on a Prankster set because Prankster would make it always go first, and thus fail. Metal Burst doesn't have negative priority.

I think what you're missing is that you don't need to 'set-up', per se. Fake Out forces your opponent to flinch, so unless your opponent has a Steadfast or Inner Focus pokemon, you can disregard the entire first turn. Your opponent switched? Doesn't matter, unless it was to a ghost-type. You...

Probably because of it's two main sets, speed is a non-issue to one, and for the other, it's low speed actually makes it faster than near everything else.
