I would think that Kangaskhan would be the best choice available, due to Scrappy, as it ensures that you can hit anything with Focus Punch. It gets Reversal if you want to go with a Salac Berry based substitute set (set up for four subs, not three), or you could go with some standard attacks...

You have mixed them up - Salac is Fighting, and Liechi is Grass (at least according to this). That's why I suggested Liechi as the main option, and Salac as an alternative - Salac will boost the chance of getting off a Flail, but doesn't have the type coverage that Liechi has.
