Kyogre is one of the top Restricted Pokemon in the metagame due to its high Special Attack and access to some of the strongest STAB moves in Water Spout and Origin Pulse, which can OHKO top threats like Incineroar, Ogerpon-H, Flutter Mane and bulkless Zacian-C. Its ability, Drizzle, takes its offensive output to outrageous levels while also facilitating the rain offense archetype. Its base 90 Speed allows it to function in both Tailwind and Trick Room. Origin Pulse allows Kyogre to deal consistent damage if it loses HP, which reduces the power of Water Spout. Hydro Pump is another great option, which allows Kyogre to have a strong Water-type move which isn't spread, allowing it to play better against Wide Guard. Ice Beam can threaten Grass- and Dragon-types like Amoonguss and Koraidon, which take resisted damage from Kyogre's Water-type STAB moves. Mystic Water allows Kyogre to OHKO Calyrex-S and Kingambit with Water Spout, which also allows Kyogre to use defensive Tera type. The EV spread allows Kyogre to survive a -1 Wood Hammer from Rillaboom and take two Life Orb-boosted Astral Barrages from Calyrex-S. The investment in Special Attack allows it to 2HKO Zamazenta-C with Origin Pulse. Tera Grass helps Kyogre defensively against Pokemon like Rillaboom and Raging Bolt as well as providing a Spore immunity.
Kyogre matches up poorly against Pokemon like Rillaboom, Raging Bolt and Ogerpon-W. Landorus is a great partner, as it takes on all of these with Earth Power and Sludge Bomb. It also struggles against faster Tailwind teams, which can threaten early damage, weakening its Water Spout significantly. This can be patched up by using Urshifu-R, which outspeeds most of the metagame with a Choice Scarf and threatens high damage. Amoonguss is quite annoying for Kyogre as well, threatening Spore while taking resisted damage. However, Tornadus, a great partner to Kyogre, can shut it down with Taunt while also providing Prankster Tailwind and Rain Dance, which can be used to reset weather against Groudon and Terapagos-S. Archaludon has great defensive synergy with Kyogre, switching into Rillaboom and Raging Bolt, as well as taking the opportunity to start setting up with Electro Shot.
